Japan will impose restrictions on 23 types of chip manufacturing equipment starting from July

The Japanese government announced on Friday that it plans to restrict the export of 23 types of semiconductor manufacturing equipment to comply with measures taken by the United States to curb China's ability to manufacture advanced chips.

According to Reuters, the Japanese Minister of Trade and Industry stated in a press release that export controls will be implemented on six types of equipment used in chip manufacturing, including cleaning, deposition, lithography, and etching. It did not designate China as the target of these measures, stating that equipment manufacturers will need to seek export licenses for all regions.
"We are fulfilling our responsibility as a technology nation to contribute to international peace and stability," the department said, adding that its goal is to prevent the possibility of all advanced technologies being used for military purposes.
The export restrictions that will take effect in July may affect equipment produced by more than a dozen Japanese companies, such as Nikon, Tokyo Electronics, Screen Holdings Co Ltd, and Edwin Testing.
"We expect the impact on domestic enterprises to be limited," Japanese Industry Minister Yasumi Nishimura said at a press conference. "We have not considered the specific countries that will take these measures."
Japan's decision was made after the United States imposed comprehensive restrictions on exporting chip manufacturing tools to China in October 2022, citing concerns that some countries plan to use advanced chips to enhance their military capabilities. However, in order for these restrictions to take effect, the United States needs the participation of other major suppliers of such equipment, Japan and the Netherlands.
The Dutch government also stated in a letter to the parliament this month that it plans to restrict the export of chip manufacturing equipment. ASML, a Dutch company, is a major supplier of advanced lithography machines.
Sources earlier stated that Japan and the Netherlands agreed in January to join the US in restricting the export of chip manufacturing equipment to China, although Tokyo has never publicly acknowledged reaching an agreement.
Earlier this month, the Dutch government planned to implement new restrictions on semiconductor technology exports to protect national security and join the United States in curbing chip exports to China. Dutch lithography giant ASML subsequently released a statement on its official website regarding increased export controls, deciding to restrict additional export controls on certain types of DUV devices.
Chinese response: firmly oppose!
On March 9th, regarding the Dutch government's implementation of new restrictions on its chip exports before the summer, Foreign Ministry spokesperson Mao Ning said during a regular press conference on March 9th, "China has taken note of the relevant reports. We strongly oppose the Dutch side's administrative intervention in restricting normal economic and trade exchanges between Chinese and Dutch enterprises, and we have already made representations to the Dutch side."
Mao Ning pointed out that in recent years, in order to deprive China of its right to development, maintain its own hegemony, generalize the concept of national security, politicize and instrumentalize economic, trade and technological issues, and even sacrifice the interests of allies, some countries have been coerced and induced to take export restrictions against China. The acts of bullying and hegemony seriously undermine market rules and international economic and trade order, not only damaging the legitimate rights and interests of Chinese enterprises, but also seriously impacting the stability of global industrial and supply chains and the development of the world economy, ultimately backfiring on itself.
She emphasized that we hope the Dutch side will uphold an objective and fair position and market principles, respect the spirit of the contract, start from safeguarding their own interests, do not follow the abuse of export control measures by individual countries, work together with China to maintain the stability and free and open international trade order of the international industrial chain and supply chain, and safeguard the common interests of both countries and their enterprises.
Earlier this February, the governments of the United States, the Netherlands, and Japan reached an agreement to impose new equipment export controls and restrictions on Chinese chip manufacturing.
In response, the China Semiconductor Industry Association has issued a solemn statement stating that if this becomes a reality, it will cause enormous harm to the Chinese semiconductor industry, as well as incalculable harm to the global industry and economy, and long-term harm to the interests of global end consumers.
The China Semiconductor Industry Association opposes this behavior that undermines the existing global semiconductor industry ecosystem. It opposes this behavior that interferes with global trade liberalization, distorts supply and demand relationships, and balances supply and demand. It opposes this attempt to exclude the Chinese semiconductor industry from the global industrial system and market free competition! The three "objections" of the China Semiconductor Industry Association directly demonstrate China's determination to work together with global colleagues to develop the global semiconductor industry.
